The contract solicitation SPE7M4-26-Q-0651 issued by the Defense Logistics Agency’s Fluid Handling Division concerns the procurement of 69 units of solenoid valves identified by NSN 4810-01-158-5595 with delivery required within 200 days after award. The item involves technical data subject to stringent export controls under ITAR and EAR regulations, restricting data dissemination and exports without prior approval from the Department of State or Commerce. Contract compliance mandates that contractors accessing the export-controlled technical data hold certified status under the US/Canada Joint Certification Program, and complete requisite training and questionnaires as stipulated by DFARS clause 252.225-7048. The place of performance is Cherry Point, with delivery terms designated FOB Destination and packaging conforming to military standards including MIL-STD-2073-1E, MIL-STD-129 for marking, and MIL-STD-130 for item unique identification, maintaining strict quality assurance and traceability requirements. The contract incorporates extensive federal acquisition regulations and Defense Federal Acquisition Regulation Supplement (DFARS) clauses addressing safeguarding of contractor information systems, prohibitions on certain foreign-origin products and services, cybersecurity requirements for protection and reporting of covered defense information, combating trafficking in persons, and restrictions on specialty metals, among others. Evaluation criteria for award prioritize past performance, offered delivery, and price, with a best-value trade-off approach rather than lowest price technically acceptable. Payment must be processed through Wide Area WorkFlow (WAWF) electronically. Special contract provisions include a Defense Priorities and Allocations System rating to facilitate expedited processing and mandate compliance with cybersecurity standards such as NIST SP 800-171. Inspection and acceptance occur at origin, with the government retaining final acceptance authority per applicable FAR clauses. Proposal submissions must be electronic via the DIBBS portal by the specified deadline, complying with all technical, packaging, marking, and export control requirements, supporting the government’s mission-critical supply chain integrity and national security objectives.
