The City of Dallas is establishing a thirty-six month Indefinite Delivery/Indefinite Quantity (ID/IQ) master agreement for the purchase of various valves, valve parts, and accessories. This agreement allows the City to order goods on an as-needed basis when specific quantities and delivery schedules cannot be predetermined. The scope includes the procurement of new, warranted products, specifically Vertical Resilient Seated Gate Valves and Double Disc Metal-Seated Gate Valves, which must conform to AWWA, ANSI, and ASTM standards. All products must meet strict technical specifications, including the use of environmentally preferred materials with at least 25 percent recycled content and permanent casting markings for manufacturer identity, size, pressure, and flow direction. The contract is awarded based on a trade-off methodology to the responsive and responsible bidder offering the most advantageous discount or markup. Key requirements for bidders include a 100 dollar bid security, compliance with M/WBE participation goals, and the submission of a team make-up and local workforce form. Deliveries are required within three business days of receipt, with emergency orders due within twenty-four hours, all delivered FOB to the City of Dallas site. The City maintains the right to inspect goods at the manufacturer's facility and formally accept them upon delivery or installation. Payment is processed via Electronic Funds Transfer following the submission of detailed invoices to the City's Accounts Payable unit.
