Vandenberg SFB South Base Area District Plan (ADP) | Project 26-17

SpEC: Coming Soon Notice – Posted 10 September 2026 In an effort to support rapidly expanding space launch missions at Vandenberg Space Force Base, Space Launch Delta 30 must overcome infrastructure limitations that constrain future operational cadence. To address these capability gaps, the Government desires an installation and utility Master Plan from the commercial sector that significantly exceeds traditional Area Development Plans (ADPs). Desired attributes of the Master Plan include optimal geospatial facility siting within launch hazard zones, exhaustive utility engineering analysis including routing and capacity upgrades for power, water, and gas on South Base. The Master Plan should also include concrete sourcing strategies and capacity upgrades to bridge gaps if current base supplies are insufficient. The Master Plan will support Space Force installations, planners, engineers, and mission stakeholders in rapidly assessing infrastructure needs and modernization priorities required to support future launch cadence and space operations. Included in the Master Plan should be a South Base utility and mission planning model that integrates utility infrastructure, geospatial data, and operational mission requirements into a single framework. Additionally, the geospatially integrated planning approach should combine utility engineering, installation planning, and operational constraints such as explosive safety arcs, RF interference zones, launch hazards, and mission growth projections into a single decision-support model.
