W31P4Q-16-R-0024. The proposed solicitation issue date is on or about 22 September 2016 with a closing date of 9 November 2016. The planned procurement is for various configurations of Tube-launched, Optically-tracked, Wireless-guided (TOW) Missiles. This acquisition is sole source to Raytheon Missile Systems (RMS), Cage Code 15090. The requirement is for a multi-year procurement for Program Years 2017-2021 and additional quantities of TOW Missiles to meet Army, United States Marine Corps and Foreign Military Sales requirements for Fiscal Years 2017-2021. A Fixed-Price-Incentive-Firm contract is anticipated to be awarded by the Government. Telephone requests for copies of the Request for Proposal (RFP) will not be accepted. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. However, all Capability Statements submitted within 60 days after date of publication of this synopsis will be forwarded to the requiring element for an assessment. A determination by the Government not to further compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement or to continue with the proposed sole source action this is the subject of this synopsis.
