MJU-76/B Flare, Countermeasure
Solicitation # FA821326RB005-Solicitation
Solicitation FA821326RB005 is a request for proposals to establish a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) for the production of MJU-76/B Thrusted Countermeasure Flares for the U.S. Government and Foreign Military Sales. The contract features a five-year ordering period with a sixth-year option and is structured as a firm-fixed-price requirement. Due to the nature of the material, all offerors must possess a valid U.S. security clearance of Secret or higher. The procurement is anticipated to be other than full and open competition, specifically targeting limited sources such as Armtec and Chemring, though all responsible sources may submit proposals. The government intends to award contracts to all qualified offerors who meet responsibility standards and technical requirements. Evaluation is based on a pass/fail basis focusing on the offeror's status as a qualified source and their technical approach to manufacturing, including equipment, process flow, and defect prevention. The first delivery order is expected to be a buy-to-budget acquisition with an affordability cap of 9,446,336 dollars for Year 1. Awarded contractors must adhere to strict quality standards, including ISO 9001-2015, and comply with rigorous military packaging, marking, and hazardous material shipping regulations. Key deliverables include the production units, first article testing of 250 units, and various data reports such as Ammunition Data Cards submitted via the WARP system.

Solicitation # N0010426RK058
Solicitation N0010426RK058, issued by NAVSUP Weapon Systems Support Mechanicsburg, is a competitive invitation for bids for the procurement of T107 Suspension Band Set MK89 MOD1 hardware. The requirement consists of a base quantity of 750 units with a one-year option for up to 80 percent of the total. The contractor must adhere to strict quality standards, including ANSI/ISO/ASQ Q9001-2008 or equivalent, and follow MIL-STD-1168 for ammunition lot numbering and data cards. The government will utilize a best value trade-off analysis for the award, where non-price factors, specifically past performance in quality and timeliness of delivery, are significantly more important than price. Offerors must demonstrate a robust Quality Management System and a proven track record of meeting milestones to be eligible. Proposals must be submitted electronically by November 3, 2026, divided into four volumes: introductory, past performance, small business participation, and price. AI Contract Overview

This award notice from the Navsup Weapon Systems Support Mech under the Department of Defense concerns the procurement of 1,517 various TLX Transfer Line Assemblies for use aboard F-18 Hornet and T-45 Goshawk aircraft. The acquisition includes a wide range of specific assemblies, including JL97, JL98, and various JM, SN, SP, and SQ series lines. Because these items are classified as Class C explosives and explosive naval ordnance, the contract is subject to strict security, safety, and transportation clauses, specifically DFAR 252.223-7002. The procurement is restricted to qualified sources as the items are proprietary to Universal Propulsion Company, and the government technical data package is incomplete. Requirements for the contract include production lot testing, a Contract Data Requirements List covering product baselines and failure analysis, and FOB origin terms. The solicitation process involved multiple amendments to extend submission deadlines and required digital certificates for accessing web-based drawings, as no paper copies or complete drawing packages were provided by the Navy.

Request for Information: Additive Manufacturing
Solicitation # N0010427RZ058
The Naval Supply Systems Command Weapon Systems Support is conducting market research through Request for Information N0010427RZ058 to identify qualified sources capable of designing, producing, and delivering piece part components or entire assemblies using additive manufacturing methods. The government is specifically interested in vendors who can meet rigorous manufacturing, material, performance, testing, and quality assurance requirements. While the current focus is on a candidate list of National Item Identification Numbers for valves, actuators, and manifolds, the government anticipates that Level I and SUBSAFE items may become eligible for additive manufacturing in the future. Interested businesses must provide detailed administrative data, descriptions of their manufacturing capabilities, facility certifications such as ISO 9001 or AS9100, and evidence of past performance with similar military or commercial hardware. Additionally, the government is soliciting industry feedback on the development of objective evaluation criteria and the structuring of performance-based incentives for future Firm-Fixed-Price contracts. All produced components must be fully interchangeable with traditionally manufactured equivalents and strictly adhere to the baselines established in Project Peculiar Document 802-8436658. Responses are due by October 22, 2026.
