The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, New Jersey, intends to issue a sole-source Firm-Fixed-Price (FFP) contract to Numalliance-North America, Inc. (Cage: 91NJ9). This anticipated contract is for the procurement of the personnel, materials, and transportation required to conduct troubleshooting training events for Subject Matter Experts (SMEs) and fleet personnel on the VB-25 Tube Bender (National Stock Numbers (NSN) 3441-01-726-1968), in support of the V-22 Program. This contracting action is being pursued on a sole-source basis under the statutory authority of 10 U.S.C. 3204 (a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Numalliance is the sole designer, developer, integrator, and the Original Equipment Manufacturer (OEM) of the VB-25 Tube Bender. Numalliance does not have any authorized distributors that would have the ability to complete the Government’s technical data requirements for this effort. The Government does not own and Numalliance will not sell the technical data for this requirement. Cybersecurity Maturity Model Certification (CMMC) level: The CMMC level anticipated for this requirement is CMMC Level 1 (Self). This CMMC level, or higher (see 32 CFR part 170), will be required prior to award and maintained for the duration of the contract for each contractor information system that will process, store, or transmit Federal contract information (FCI) or controlled unclassified information (CUI) during performance of the contract. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. A determination by the Government not to compete is solely within the discretion of the Government.
