This requirement is designated as a total small business set-aside under NAICS 334515. The items, identified by NSN 6625006489157 and associated with Prime Technology LLC part numbers 0150M1505AB0094 and 150W-DB, are classified as critical application items. Delivery is required within 91 days after order, with shipping terms set as FOB Origin and the final destination for both inspection and acceptance located at DLA Distribution San Joaquin in Tracy, California. The contract mandates strict adherence to quality and safety standards, including MIL-STD-2073-1E for packaging and MIL-STD-129 for marking. An interested vendor had asked the following questions in regards to the solicitation. The Government has provided the below responses to said questions. Please incorporate any changes to quotes provided in light of the aforementioned responses: 1. Is the solicitation for a wideband solution (10 MHz to 110 GHz with 1 mm coaxial connector) or banded solution (75-110GHz with output WR-10 waveguide)? ---Banded Solution (75-110GHz with output to WR-10 Waveguide) 2. Does the system have to support both banded and wideband operation? ---Banded Solution only 3. Will there be any measurements conducted between 24 GHz to 40 GHz; 40 GHz to 50 GHz; and/or 50 GHz to 67 GHz? ---Measurements will be performed in the 75-110GHz range only. 4. Are the performance data and system data parameters to be provided with the converters or are data without the converters admissible? ---With the converters (probably?). With the exception of the Harmonic power spec (which is for the base unit), we would prefer that the integrated system (with the converters) meet the requested specs. If, for some reason, none of the vendors are unable to meet these specifications, the bids will be evaluated strongly on which comes closest to the desired specs. , 5. Are these data (item 7, 9,10) specified value or typical value? and under what conditions? ---Typical values under controlled laboratory conditions. 6. Is interim performance data admissible? ---It is unclear what this means. What does the vendor define as interim performance?

Requesting information for MISHAP ANALYSIS & ANIMATION FACILITY (MAAF) FLIGHT RECORDER DOWNLOAD SOLUTIONS ACQUISITION AND SUSTAINMENT
Solicitation # FA940126Mishap
The Department of the Air Force, specifically the Mishap Analysis and Animation Facility (MAAF), is seeking sources for engineering, acquisition, and sustainment services to develop and maintain hardware and software solutions for aircraft flight recorder download and data decompression. The scope includes creating download capabilities for both undamaged flight recorders and bench-level extracted Circuit Card Assemblies across various solid-state architectures. These solutions must run natively on Red Hat Enterprise Linux or Microsoft Windows and ensure raw data extractions map to OEM-native binary formats for bit-exact transcriptions. The contractor will be responsible for designing and testing standardized interfaces, including chassis, cabling, and drivers, while supporting a wide range of OEMs such as General Electric, Honeywell, and Curtiss-Wright. The contract structure consists of a 12-month base period with four 12-month option periods, with performance occurring at contractor facilities and Kirtland AFB, New Mexico. Key performance standards include maintaining 99 percent operational availability for download stations and providing hardware repairs or driver updates within three business days of notification. Security requirements mandate that all systems operate as stand-alone, air-gapped units with data transferred via physical USB media, and personnel must be cleared to process Controlled Unclassified Information. Under DFARS 252.227-7013/7014, the Government retains unlimited data rights to all software, source code, and technical documentation developed at Government expense. The contractor is also required to independently negotiate Non-Disclosure Agreements with OEMs to obtain proprietary technical data.
