AI Contract Overview
This contract seeks a contractor to provide comprehensive vehicle toll management services for the Defense Contract Management Agency, covering the operation, payment, and administration of tolls for all DCMA vehicles across the United States and Puerto Rico. The contractor must supply all necessary personnel, equipment, transponders compatible with all regional toll systems, facilities, transportation, tools, materials, and supervision required to perform these services under a non-personal services arrangement. Central to the requirement is the establishment and maintenance of a web-based, centralized electronic toll collection account system that enables real-time tracking of toll transactions, violations, equipment usage, and detailed monthly billing statements. The contractor is responsible for managing payments for tolls, fees, violations, and replacement devices, while also delivering dedicated customer support to DCMA users. Key deliverables include monthly status reports, state-specific spending reports, toll data summarized by vehicle, and toll usage reports, all to be submitted electronically in MS Word or PDF format within seven days after the end of each month. The solicitation, identified as S5121A26QE006, is issued as a Request for Quote under Standard Form 1449 and utilizes the Lowest Price Technically Acceptable (LPTA) methodology for award. Offers must be submitted electronically by July 21, 2026, with questions due by July 6, 2026. Proposals must include a signed SF-1449, a technical proposal limited to ten pages using 12-point Times New Roman font, and a price proposal using the prescribed Excel worksheet. The base performance period runs from September 1, 2026, to August 31, 2027, with four optional one-year periods available through fiscal year 2031. Contract administration is handled through the Wide Area WorkFlow system, with invoicing and receiving reports required to meet DFARS Appendix F standards. The Contracting Officer’s Representative, Natividad Ortega, will oversee technical compliance and acceptance, while Carol Wilkinson serves as the Contracting Officer. Offerors must be registered in SAM.gov and WAWF, and the contract incorporates numerous FAR clauses, including those governing prohibitions on confidential agreements, system registrations, subcontracting, security exclusions, and accelerated payments to small business subcontractors. All work is performed under a firm fixed price structure, and the NAICS code 488490 indicates the nature of the services provided.
