The contract solicitation S5121A26QE006 for Vehicle Toll Management Services is a non-personal services requirement issued by the Defense Contract Management Office under the Department of Defense to support the Defense Contract Management Agency in managing and paying tolls for its fleet of vehicles. The contractor must provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision to deliver a comprehensive toll management solution, including centralized electronic toll collection via a web-based interface, transponder equipment compatible with all U.S. and Puerto Rico tollways, and management of toll payments, fees, violations, and device replacements. Offerors are required to submit a technical proposal addressing the Performance Work Statement tasks and a price proposal using the provided Excel worksheet, limited to 10 and 2 pages respectively, with all submissions electronically delivered by July 21, 2026. The solicitation employs the Lowest Price Technically Acceptable (LPTA) methodology, where technical capability and past performance serve as pass/fail gates before price consideration. The evaluation criteria emphasize compliance with task requirements in the PWS, with no numerical weighting assigned beyond acceptability thresholds. The base contract period runs from September 1, 2026, through August 31, 2027, with four sequential option periods extending through August 31, 2031, covering toll authority fees, violation fees, transponder equipment, and toll management services, each with fixed quantities. All line items are priced under Firm Fixed Price arrangements. The contractor must be registered in SAM.gov and WAWF, comply with FAR and DFARS clauses including those on prohibited confidentiality agreements, subcontracting, security prohibitions, and accelerated payments to small businesses, and adhere to specific reporting requirements such as monthly status and spending reports delivered via email in Word or PDF format within seven days after each reporting month. The Contracting Officer Representative, Natividad Ortega, located at Fort Lee, Virginia, will monitor technical performance and accept deliverables, while Carol Wilkinson serves as the Contracting Officer. All submissions, questions, and communications must be directed via email to Carol Wilkinson, with a strict deadline of July 6, 2026, for inquiries. The work is performed under a unique DoDAAC of S5121A, and no set-aside provisions apply, making this an unrestricted solicitation open to all qualified offerors.
