The scope of work involves providing comprehensive HR services for the Army, Department of Defense, and other federal agencies, focusing on the entire personnel lifecycle, including manning the force, recruitment, forecasting, placement, training, and performance management. The procurement is designated as a 100 percent small business set-aside with a total period of performance of ten years, structured as one five-year base period and one five-year option period. The government intends to make multiple awards based on an integrated assessment of technical capabilities and past performance, using acceptable or unacceptable ratings.
