Ventura Climate Action and Resilience Plan

The Ventura Climate Action and Resilience Plan (CARP) is a strategic policy framework developed by the City of San Buenaventura to reduce greenhouse gas emissions and enhance community resilience against climate-related hazards through a 2045 planning horizon. The plan establishes specific, legally aligned greenhouse gas reduction targets, including a 40 percent reduction below 1990 levels by 2030, an 80 percent reduction by 2040, and full carbon neutrality by 2045. These goals are supported by community-level emission inventories from 2015 and 2019, which serve as the foundation for emissions forecasting and progress tracking. Beyond emission reductions, the plan aims to improve public health, air and water quality, and quality of life while promoting energy efficiency and the conservation of biological resources. The scope of the CARP includes critical resilience measures such as enhancing wildfire preparedness through home hardening and the creation of defensible spaces. As a policy-driven initiative, the plan does not authorize immediate physical changes to the environment but provides the necessary framework for future sustainable development; consequently, it has qualified for categorical exemptions under CEQA Guidelines. The project is managed by the City of San Buenaventura, with Rachel Dimond serving as the primary point of contact for community development. Future development projects within the city are expected to incorporate the specific reduction strategies and actions outlined in this comprehensive framework.
