Verbal Intelligence Briefing for Intelligence Analysts Course

The Royal Canadian Mounted Police (RCMP) is seeking a Canadian supplier to develop and deliver a Verbal Intelligence Briefing (VIB) course designed for intelligence analysts. The contract, which runs from the award date until March 31, 2027, requires the creation of a three-day course tailored to the RCMP's operational intelligence environment. The selected contractor will be responsible for developing all learning materials, including syllabi, lecture materials, and assessment rubrics, and delivering up to three instructor-led sessions—two in English and one in French—between December 2026 and March 31, 2027. Performance will take place at RCMP facilities in Ottawa and Montreal. Each session must be staffed by three instructors: one senior-level expert with over ten years of experience and two intermediate-level instructors with at least five years of experience, serving groups of 8 to 12 participants. The solicitation is open exclusively to Canadian suppliers and will be awarded to the responsive bidder offering the lowest evaluated price, provided they meet all mandatory technical criteria. Bidders must submit their proposals via email in three separate PDF sections covering technical specifications, financial bids, and certifications, with a total message size limit of 5MB. The contract includes strict security requirements, prohibiting the removal of protected or classified information from RCMP facilities and granting the Departmental Security Section the right to inspect contractor premises. Payment will be processed via direct deposit, and the government will retain intellectual property rights for all foreground information created during the project.
