Vertical Launching System (VLS) Deck and Hatch Assembly

The Naval Surface Warfare Center, Port Hueneme Division is soliciting proposals for a Firm Fixed-Price, Indefinite-Delivery, Indefinite-Quantity contract for the fabrication, assembly, testing, and delivery of Vertical Launching System (VLS) Deck and Hatch Assemblies for the MK 41 VLS. The scope of work includes the production of system and standard decks and hatches, which feature cell and uptake hatches, opening mechanisms, and a module deluge system for cooling. The contract has a five-year ordering period with a minimum guarantee of 1,000 dollars and a maximum ceiling of 51,562,153 dollars. Key deliverables include the hardware itself, as well as various reports such as Key Event Schedules, Test/Inspection Reports, and Production Readiness Reviews. Award will be based on a best-value tradeoff process evaluating price, past performance, and technical capacity, with technical capacity being the most significant factor. Offerors must submit proposals in two separate volumes, Price and Technical, via the PIEE Solicitation Module. The contract mandates strict adherence to quality standards, including SAE AS9102 for First Article Inspection and MIL-STD-129R for marking and labeling. Additionally, the government will provide certain furnished property, such as a Hatch Timing Test Tool and a laptop, to support performance. Cybersecurity requirements have been modified to CMMC Level 1, and specific restrictions apply to the acquisition of certain magnets, tantalum, and tungsten.
