Vertical Launching System (VLS) Launch Sequencer (LSEQ) Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ)

The Naval Surface Warfare Center, Port Hueneme Division is soliciting proposals for a Multiple Award Contract (MAC) under an Indefinite Delivery Indefinite Quantity (IDIQ) vehicle to procure the LSEQ MK 6 Mod 1 (NAVSEA p/n 8652144-19) and associated Lowest Replaceable Units (LRUs) for the MK 41 Vertical Launching System (VLS). The scope of work includes the fabrication, assembly, testing, and delivery of critical components such as Missile Electronics Boxes, Hazard Electronics Boxes, ethernet switch modules, power tray modules, relay module assemblies, and single-mode fiber optic cable assemblies. The contract also requires the performance of a Physical Configuration Audit and the incorporation of approved Diminishing Manufacturing Sources and Material Shortages changes into the system Technical Data Package. The total combined maximum value for all orders is 458,090,782 dollars, with a minimum award value of 1,000 dollars per awardee. The government intends to award no more than two contracts based on a best value tradeoff process, with technical capability and capacity weighted significantly more than price and past performance. Proposals must be submitted in two separate volumes via the Procurement Integrated Enterprise Environment, with a delivery schedule of 54 weeks from the date of award. The contract utilizes a firm fixed price model with stepladder pricing across a five-year ordering period. Quality standards are strictly governed by ASQ/ANSI/ISO 9001:2015 and MIL-STD-129R for marking and packaging. Additionally, the contractor must comply with Cybersecurity Maturity Model Certification requirements and maintain strict operations security and information protection protocols.
