The contract establishes a requirements-based agreement for comprehensive maintenance, repair, and inspection of vertical transportation equipment across Malmstrom Air Force Base and its associated Missile Alert Facilities, covering a total of 20 elevators and related systems including freight and passenger elevators, escalators, wheelchair lifts, dock levelers, and dumbwaiters. The contractor is obligated to provide all management, labor, tools, parts, and materials necessary to ensure safe and reliable operation in accordance with the Performance Work Statement, ASME A17.1 standards, and commercial best practices using new parts of equivalent quality. Work must be performed by state-licensed, federally and locally certified personnel who are trained for the specific equipment, and all activities must align with stringent force protection requirements, including compliance with real-time FPCON measures, random anti-terrorism protocols, and facility lockdowns. The contract period spans five years from July 1, 2026, through June 30, 2031, with ordering authority limited to task or delivery orders issued under the FAR 52.216-18 Ordering clause, and no orders may exceed the established maximums per CLIN, though actual orders may fall well below those ceilings. CLIN 0001 covers main base elevator services, while CLINs 0009 through 0017 manage MAF-specific maintenance and unscheduled repairs, with minimum quantities guaranteeing the government’s baseline purchase obligation but not ensuring full utilization of maximum thresholds. The maximum contract value has been amended from $500,000 to $1,200,000 via Modification 0002, and CLIN 0003 has been updated to reference MAF Elevator B-01 instead of B-10. All contractors must be current in SAM.gov registration and conform strictly to the Instructions to Offerors (FAR 52.212-1) to pass initial evaluation gates. Past performance is assessed on recency and relevance, and any offeror scoring zero in past performance is disqualified. Awards will be based on the most advantageous offer, considering both technical capability and price, with the government reserving the right to select a higher-priced bid if superior past performance justifies the cost. Payment is processed through Wide Area Workflow (WAWF), requiring adherence to DFARS Appendix F for receiving reports and FAR 52.216-7 for allowable cost documentation. The contract is currently
