The United States Army Corps of Engineers (USACE) Norfolk District is preparing to solicit proposals for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for Preventative Maintenance and Vessel Repair Services for its Floating Plant fleet, under solicitation number W9123626RA001. This contract is a total small business set-aside and follows a firm-fixed price structure. The contract structure will include a five-year base period with an optional six-month extension. The procurement will utilize a streamlined source selection process, awarding contracts to all responsible offerors who submit technically acceptable proposals at fair and reasonable prices, with price being evaluated at the task order level rather than at initial contract award. The solicitation supports critical mission needs, ensuring prompt response for the maintenance and repair of the Norfolk District's floating plant assets, which are integral to hydrographic surveys, marine debris removal, hazard response, and construction in federal water channels. Historically, delays in emergency repairs have led to mission impacts, and this MATOC aims to expedite the contracting process by pre-qualifying a pool of capable small business vendors. Work under this contract will encompass cyclic and on-demand maintenance, triennial drydocking, hull and propulsion work, power and hydraulic system repairs, welding, diving support, and towing, among other services. Contractors will be expected to coordinate with other government contractors and USACE personnel during performance. All prospective vendors must be registered and active in the SAM.gov database for eligibility. The anticipated Request for Proposal release is scheduled for October 2025, and all updates will be posted exclusively on SAM.gov.
