The Ocean County Board of Health is soliciting bids for Veterinary Pharmaceuticals and Supplies under solicitation number ITB-04-2026-R through its E-Procurement system, with bids due on Tuesday, May 26, 2026, at 10:30 AM EST. The contract, which will have a base term from June 5, 2026, through May 31, 2028, includes two optional one-year extensions at the agency’s discretion, and requires suppliers to provide products on an as-needed basis with no minimum purchase obligation. Deliveries must be made F.O.B. Destination, freight prepaid, to either the Northern Ocean County Animal Facility in Jackson or the Southern facility in Manahawkin, New Jersey. All items must meet technical specifications, include Safety Data Sheets, and comply with brand-name equivalency requirements, with equivalent products accepted only upon submission of full documentation. Compliance with New Jersey state laws is mandatory, including affirmative action under N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, anti-discrimination statutes, and the New Jersey Worker and Community Right to Know Law, which mandates proper hazardous material labeling with chemical names, CAS numbers, and trade secret registry numbers. Bidders must also submit a NJ Business Registration Certificate, Form W-9, corporate ownership disclosure, affirmative action certification (AA-302 or federal approval letter), and a list of restricted items through the E-Procurement portal; failure to submit these renders a bid non-responsive. The contract includes a pay-to-play disclosure requirement for contracts over $50,000, a non-assignment clause, record retention for five years post-payment, and strict confidentiality obligations aligned with HIPAA for any protected health information handled. All proposals must be submitted electronically via the specified portal with no exceptions, and questions must be submitted by May 12, 2026; no phone inquiries are permitted. The agency retains the right to reject any non-conforming or defective goods within 30 days of receipt, and payment is contingent upon successful inspection and acceptance. Funding is subject to annual appropriation, and the contract is subject to American Goods Preference requiring the use of U.S.-manufactured items where available. No federal FAR clauses, CAGE codes, UEI, or detailed pricing structures are specified, and the contract value remains undisclosed due to the absence of unit pricing or extended
