The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to Keyence Corporation of America, 669 DR Suite 403, Elmwood Park, New Jersey 07407-1361 (Cage: 0VZL5) on a sole source basis in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102(a), only one source reasonably available and no other supplies or services will satisfy agency requirements.


The Metals and Ceramics Department of the Materials Engineering Division (MED) at Fleet Readiness Center Southeast (FRCSE) requires the procurement of a specific type of fully integrated, turnkey digital microscope (VHX-X1) system to meet critical inspection and analysis needs. Current analysis methods are limited, and a system with unique capabilities, such as real-time 3D composition, advanced shadow-effect imaging for surface feature enhancement, and fully automated teaching functions, is required to analyze advanced materials and component failures. This procurement is for a new system that consolidates these proprietary functions into a single, integrated unit, replacing an older, less capable Keyence model. A trade-in of the existing equipment is included in this procurement. 


THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within seven (7) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
