The Department of Defense, specifically the AFLCMC Rokb at Robins AFB, is procuring the C-130 Vibration Expert System (VXP), NSN 4920-01-579-3762, under solicitation FA8533-23-D-0002. This system, part number 915-18603, serves as an engine propeller balance analyzer and in-flight monitoring system that utilizes sensors to identify out-of-balance conditions and provide data solutions for propeller rebalancing. The procurement is structured as a Firm-Fixed Price Requirements Indefinite Delivery Contract spanning from May 2022 to May 2027. Due to the proprietary nature of the technical data package and the fact that the product is not under US Government configuration control, this action is being conducted as a sole source procurement under FAR 6.302-1 and 10 U.S.C. 2302b. The only authorized sources for this equipment are the Original Equipment Manufacturer, Honeywell International, Inc., and its distributor, Diagnostic Solutions International, LLC. This determination follows a December 2021 Request for Information that yielded no other viable sources, making these two entities the only providers capable of supplying the VXP without prohibitive costs or delays associated with qualifying new vendors.

The C-130 Vibration Expert System (VXP), NSN 4920-01-579-3762, is an engine propeller balance analyzer/in-flight monitoring system for the C-130 aircraft. The Part Number of the item to be acquired is 915-18603, made by Honeywell International, Original Equipment Manufacturer (OEM), and distributed by Diagnostics Solutions International (DSI).
