The U.S. Air Force Life Cycle Management Center (AFLCMC), specifically within the Intelligence, Surveillance, and Reconnaissance/Special Operations Forces (ISR/SOF) Directorate at Wright-Patterson AFB, Ohio, plans to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract for the production and sustainment of specialized Video Data Link (VDL) systems. These systems, which include Remote Operated Video Enhanced Receivers (ROVER) and similar devices, enable encrypted, interoperable data exchange between command and control nodes, operational platforms, and ground personnel. This capability is vital for ISR functions tied to close air support, command and control, air superiority, target identification, and situational awareness. The contract is intended to be awarded to L-3 Communications Corporation, Communication Systems West, as they are the only capable contractor able to provide these highly specialized systems without causing unacceptable delays or increased costs, as determined by government market research. This action represents a sole source acquisition under the authority permitting contracts with only one responsible source, and no competitive solicitation will be issued. While this announcement serves primarily to inform industry, interested firms can express their capabilities by contacting the contracting officer, although the government is under no obligation to procure from any respondent. Foreign participation as prime contractors is excluded. The contract supports continued sustainment of non-developmental VDL systems utilizing specific tactical waveform technologies provided under government use rights. An Ombudsman has been appointed to help address any concerns during the acquisition process, maintaining neutrality and confidentiality. The contract office and points of contact are established at Wright-Patterson AFB for any relevant communication or requests for additional information.
