This solicitation, numbered 36C10G26R0016, is a combined synopsis and request for proposal issued by the Department of Veterans Affairs through the Strategic Acquisition Center Fredericksburg for Video Magnification Devices (VMDs) to serve as a uniform preferred product for Veterans, service members, and their families. The contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) with a one-year base period and four one-year option periods, totaling a potential five-year performance period and an estimated maximum value of $33 million. The procurement is for new desktop VMDs across five product categories—small profile, full-size 24-inch, full-size 27-inch, and enhanced multi-distance viewing models—as well as associated delivery and setup services. All equipment must be new, covered by manufacturer warranties, and strictly free of gray market items. Deliveries are FOB Destination to multiple locations across the continental U.S., Hawaii, and U.S. territories, with each order specifying exact delivery points. Pricing must include a mandatory 3% Service Level Agreement (SLA) fee, displayed precisely to two decimal places without rounding, and all proposals must account for the total price across the base and all options for award evaluation. The solicitation is full and open without small business set-asides, though socioeconomic factors carry evaluation weight under VA-specific guidelines. Full credit is given to prime contractors verified as Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), partial credit to Veteran-Owned Small Businesses (VOSBs), and some credit to non-VOSB contractors subcontracting 5% or more to verified SDVOSBs or 7% or more to verified VOSBs. Proposals must be submitted electronically by June 10, 2026, at 12 PM EST, to both the Contracting Officer and Contract Specialist, and organized into five clearly labeled volumes: Technical, Past Performance, Socio-Economic, Price, and Additional Documents, each with strict formatting rules including 12-point font, one-inch margins, no hyperlinks or compressed files, and a 40 MB email size limit. Technical evaluation is significantly more important than Past Performance and Socio-Economic factors, which are equally weighted, and non-price factors combined are significantly more important than price. Price reasonableness will be assessed using FAR-compliant analysis, and offers with significantly unbalanced option pricing may be deemed unacceptable. The contract incorporates critical clauses related to ethics
