The Centers for Disease Control and Prevention (CDC) intends to award a sole-source contract to General Dynamics for the provision of SECTERA vlPer Universal Secure Telephones, which are critical for secure communications between government agencies, protecting national security information. These phones are unique as they meet the required Communications Security (COMSEC) standards, specifically Type 1 encryption essential for safeguarding key storage devices and keying material. General Dynamics is the only known manufacturer capable of supplying these secure telephones, which serve as replacements for the existing secure communication equipment currently in use. The contract will be awarded using simplified acquisition procedures under FAR Part 13 and procured as a commercial item in accordance with FAR Part 12. This procurement will not be competitively bid under full and open competition but will follow the authority granted by FAR 13.106-1(b)(1) due to the sole-source nature of the equipment. The applicable NAICS code is 334210, with a large business size standard of 1,250 employees. Interested parties may submit a capabilities statement to demonstrate their ability to provide the required product; however, the Government retains full discretion to proceed without competition based on responses received.
