Virtual Industry Day Announcement
United States Army Corps of Engineers, Japan District
Innovative Strategies and Alternative Delivery Methods
The U.S. Army Corps of Engineers, Japan District (JED) will hold two Virtual Industry Days on Thursday, 30 July 2026 and Thursday, 6 August 2026, both beginning at 1000 Japan Standard Time (JST), via Microsoft Teams, to brief industry on Innovative Strategies and Alternative Delivery Methods. Each session is anticipated to last 90 minutes to 2 hours.
THIS IS NOT A SOLICITATION. This notice does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), or a commitment by the Government to issue any solicitation or award any contract. The Government will not reimburse any costs associated with attendance, preparation, or participation in this Industry Day.
The Virtual Industry Days will provide briefings on the following Innovative Strategies and Alternative Delivery Methods:
- Firm-Fixed-Price with Economic Price Adjustment (FFP-EPA) - Use of pricing arrangements to manage volatility in labor, material, and commodity costs while preserving the benefits of a fixed-price structure.
- Integrated Design and Construction (IDaC) - Integrated project delivery concepts that align designers, builders, and the Government early to improve collaboration, risk-sharing, and outcomes.
- Progressive Design-Build (PDB) and Other Transaction Authority (OTA) - A phased, collaborative design-build approach allowing for early contractor involvement and progressive pricing as design matures. An application of Other Transactions for prototype, research, and follow-on production efforts outside the traditional FAR-based framework.
- Design-Build to Budget (DB2B) - A delivery method that fixes the budget and schedule while allowing scope and design to be optimized within those constraints.
Purpose: JED is seeking industry feedback to improve upon and better align its acquisition approach with commercial practices as well as informing JED’s local industry of potential future acquisition strategies.

Industry Day Registration:
To attend Session 1 of the Virtual Industry Day, attendees must register no later than 28 July 2026, 1400 JST. To attend Session 2 of the Virtual Industry Day, attendees must register no later than 4 August 2026, 1400 JST.
Upon receipt of requested attendance, the Microsoft Teams links for the Industry Days will be sent via email.
To register, the following information must be emailed to ryan.j.marzetta@usace.army.mil and ruben.a.romero@usace.army.mil for each attendee in the following format:

Questions:
The Government is requesting any questions your company would like addressed during the presentation on any of the topics to be submitted via email no later than 21 July 2026, 1400 JST, to the Points of Contact listed above.
After each topic briefing, there will be an open Questions and Answers session. The Government will answer every question to the best of our ability.
Post Virtual Industry Day Feedback:
After each Virtual Industry Day, there will be an open RFI period to receive industry feedback on the event and each of the innovative delivery methods. For companies who would also like to meet with JED to further discuss these delivery methods, the Government may provide an opportunity for one-on-one meetings for further information sharing at an agreed upon later date.
Please note that the Industry Days will be recorded for internal Government use. The recording will not be released publicly.
