AI Contract Overview
The Department of Veterans Affairs (VA), through its Network Contracting Office 10, intends to award a sole-source contract to SimX Inc. for the provision of Virtual Reality Medical Simulation Software licenses, along with a 40-scenario package, educational services, integration support, and necessary hardware to enhance the training of medical professionals at the Dayton VA Medical Center in Ohio. The contract will be awarded under FAR Part 12.203 as a commercial item acquisition, with a base period and four separate option periods spanning up to five years, each including specific line items for software licenses, scenario packages, and support services. The FOB terms specify delivery and acceptance at the Dayton VAMC location, where the Government retains inspection and acceptance responsibilities. The solicitation, identified as 36C25026Q0152, was issued on December 12, 2025, with responses due by December 18, 2025, and it outlines that the procurement is unrestricted with no small business set-aside, though it aligns with NAICS code 513210 for software publishers. The contract incorporates multiple FAR and VAAR clauses addressing critical contract administration areas such as electronic invoicing through the VA Electronic Invoice Presentment and Payment System, compliance with security prohibitions, ethical business conduct, whistleblower protections, and restrictions on certain telecommunications equipment and software. Payment will be managed through electronic funds transfer, and invoices must conform to government submission standards. The contract terms include clauses governing option exercise windows, restrictions on subcontractor sales, and prohibitions on covered foreign-owned applications and hardware. While the solicitation does not provide pricing or evaluation factors, it stresses that any competing sources must demonstrate clear and convincing evidence of advantage for future procurements. The scope ensures that all delivered items are merchantable, fit for purpose, and comply with applicable federal laws and performance standards. Contact for inquiries is the Contracting Officer, Grover D. Easterling, Jr., with proposal submissions managed through the contracting office in Ann Arbor, Michigan.
