J & A 6.302-1(a) The is a notification that the Internal Revenue Service (IRS) intends to award on a sole source basis a blanket purchase agreement for brand name VMware Service Provider Program (VSPP) and associated services to support the VMware VSPP model. The statutory authority permitting other than full and open competition is Section 303(c) of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act [41 U.S.C. 253(c) (1)], implemented under FAR 6.302-1(a), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements The award will be issued on a sole source basis to Carahsoft Technology Corp., 12369 Sunrise Valley Dr. STE D-2 Reston, VA under the authority of FAR 6.302-1, 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. VMware, Inc. has an exclusive agreement authorizing Carahsoft Technology Corp. as its sole Government Aggregator to offer VSPP service on the GSA Schedule 70. The VSPP and associated services are essential to the Government's requirements, and market research indicates no other service product meets nor can be modified to meet, the agency's needs. The IRS has standardized on VMWare for server and desktop virtualization and as a result, this is the only product suite that can fulfill our requirements. The VMWare brand is a critical component of the existing IRS security infrastructure and is integrated with existing processes, procedures, and other technologies. VMware is the only brand that will satisfy the IRS and Treasury Business Unit operational requirements, as the platforms and training are standardize to utilize the essential components of this software. No other brands will perform to specifications with our current network, servers and devices that we depend on extensively for things such as forensic examination and investigative operations. The IRS and Treasury have standardized on VMware over the past several years, and all training platforms, curriculum and production environment were built accordingly. This BPA agreement will result in better overall software purchasing processes, lower costs, and increased compliance, so as to improve effectiveness and to reduce the total cost of ownership associated with VMware product usage and services. Based on the above, the justification is certified as complete and accurate by the technical requirements personnel to the best of the technical personnel and the Contracting Officer's knowledge and belief. In response to this notice, all responsible sources may submit a capability statement which shall be considered by the agency. Capability Statements, correspondence or questions can be e-mailed to Geri.A.Arillo@irs.gov
