The Volpe Center has supported the modernization and sustainment of the Department of Defense Rail Rolling Stock since the 1990s. The Volpe Center intends to solicit a multi-year, multiple award  IDIQ in preparation for continued support to modernize the DOD fleet. This work will include but not limited to manufacturing or refurbishment of locomotives, rail car spotters, and freight rail cars (boxcars, flat cars, and other types) and the in-the-field inspection/repair/maintenance of new and existing rolling stock to be compliant with DOT, DoD, and industry safety and operational regulation/requirements. This includes an estimate of estimated 5 to 8 locomotives, 20 to 70 freight cars, and other rolling stock per year to modernize the DoD fleet as well as service to provide sustainment support for the estimated 101 locomotives and 800 freight cars over the duration of the contract.
