The solicitation FA460826QS019 seeks a small business contractor to perform comprehensive paint restoration on two historic static display aircraft—an Avro Vulcan and a KC-97—at Barksdale Air Force Base in Louisiana. The work centers on applying new paint and conducting minor structural repairs to prevent water intrusion and corrosion, ensuring the aircraft remain visually accurate and preserved for public display. Performance is governed by the Statement of Work and supporting photographic references, with all work required to be completed within 14 to 21 days per aircraft after a start date 15 to 30 days following contract award, subject to weather conditions. The contract is structured as a fixed-price award based on a best value trade-off between price and technical acceptability, not as a lowest price technically acceptable procurement. Pricing details for CLIN 0001 and CLIN 0002 are not provided, and the total estimated value is unspecified. The solicitation is a total small business set-aside under FAR 19.5, with eligibility limited to small businesses, and includes special requirements such as a minimum of 10 years’ experience in historical aircraft restoration and submission of five relevant performance references. The contract incorporates numerous FAR and DFARS clauses addressing labor standards, wage adherence, safety, and compliance. The most recent amendment, dated May 8, 2026, replaces Wage Determination 2015-5191 Revision 29 with Revision 30, aligning pay rates with current Department of Labor requirements under the Davis-Bacon Act. Required labor provisions include Service Contract Labor Standards, Employment Eligibility Verification, and compliance with Executive Orders mandating minimum wage and paid sick leave. Contractors must ensure all personnel obtain base access through background checks and adhere to DoD personal identity verification standards. Marking of any deliverables must comply with MIL-STD-130 for Item Unique Identification using Data Matrix codes and government-assigned serial numbers. Invoicing is exclusively through Wide Area WorkFlow, and acceptance occurs at the worksite under government oversight. Proposals must be submitted electronically by 1:30 p.m. CDT on May 15, 2026, with a technical plan limited to two pages, and must include the offeror’s SAM UEI, confirmed compliance with wage determinations, and affirmations of socioeconomic status. Security, environmental, and conflict of interest requirements are firmly integrated, including prohibitions on certain foreign supply chain
