The Idaho Department of Health and Welfare issued Request for Proposal HRFP2502 (IPRO RFP1022) on September 03, 2025, seeking a qualified contractor to operate and maintain the statewide cancer registry. This firm fixed fee, definite quantity contract is anticipated for a five-year term running from January 01, 2026, to December 31, 2030. The contractor is responsible for continuous population-based registry operations, including data collection from hospitals and laboratories, annual data linkage with the Idaho Bureau of Vital Records and Health Statistics, and mandatory submissions to the National Program of Cancer Registries and the National Cancer Institute SEER program. All work must comply with HIPAA, NAACCR record layouts, and specific Idaho Administrative Code regulations. Award will be based on a best value trade-off, prioritizing technical excellence over cost. Proposals are evaluated on a 1,000-point scale, with the cost proposal accounting for 400 points, the scope of work for 350 points, and business information and staffing for 125 points each. Only the top three technical scorers will undergo cost evaluation. Performance is measured by strict quality standards, including a 95 percent data completeness rate and a 99 percent edit pass rate. Submissions must be made electronically via the IPRO portal, consisting of a technical proposal and a separate cost proposal in Excel format.
