Description of this Action: The AFRL, Contracting Directorate, on behalf of the Space Vehicles Directorate, Kirtland AFB, NM, intends to award a sole source contract to L3, Technologies pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The Government's requirement for this acquisition is development and delivery of two (2) space-qualified V-band high power amplifiers with performance values (threshold and objective) given in Table 1. Additionally, one (1) engineering demonstration unit (i.e., engineering model) shall be delivered for pre-launch test and evaluation. Table 1. Design Parameters for V-band High Power Amplifier. Parameter Threshold Objective Frequency of Operation 72-75 GHz 71-76 GHz Output Power (at Saturation) 50 Watts 120 Watts Operational Environment Geostationary - Earth Orbit Mission Duration 1 year 5 years Under this procurement, space-qualified V-band (71-76 GHz) high power amplifiers would be developed and provided to the Air Force Research Laboratory, Space Vehicles Directorate. The amplifiers would be integrated into a W/V-band transponder experiment and demonstration. 12. Background, Description of the Efforts Needed. The Air Force Research Laboratory, Space Vehicles Directorate (AFRL/RV) is investigating the feasibility of using the W-band (specifically, 81-86 GHz (uplink)) and V-band (specifically, 71-76 GHz (downlink)) to support future military satellite communication requirements. AFRL/RV is planning to conduct a W/V- band satellite transponder experiment and demonstration. The W/V-band transponder would be hosted on a geostationary platform. Satellite transponders routinely use traveling wave tube amplifiers (TWTA's) as high power amplifiers to provide signal gain for broadcasting and communications. However, a TWTA for a W/V-band satellite transponder is not currently available. TWTA's for space applications must be designed to withstand the severe vibro-acoustic environment generated at launch, and the severe radiation and thermal conditions in the space environment. Electrical emissions by the amplifier must meet host spacecraft requirements to avoid interference with other components and systems of the host spacecraft. 13. Period or Performance and Other Information. The period of performance for the above efforts is 48 months with an anticipated start date on or before 30 Sep 19. The proposed contract action is for R&D efforts for which the Government intends to solicit and negotiate under authority of FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for competitive proposals. 14. Small Business Set-Aside Status: None. 15. Contracting Points of Contact (POCs): The Contracting POCs are: AFRL/RVBK(General Mail Room); Attn: Mr. Francis M. Eggert & Mr. Michael L. STAR-FISH CALL 017 - Secure By Design
Solicitation # FA945326XA001
The Air Force Research Laboratory, Space Vehicles Directorate, is soliciting white papers under CALL 017 of the Space Technology Advanced Research - Fast-tracking Innovative Software and Hardware (STAR-FISH) program. This effort, titled Secure by Design Space Vehicle (SDSV), aims to mitigate cyber threats to critical national space missions, including Satellite Communications, Intelligence, Surveillance, and Reconnaissance, Missile Warning/Missile Tracking, and Positioning, Navigation, and Timing. The project involves the research, design, development, and demonstration of a cyber-hardened space vehicle system, featuring the construction of a space vehicle flat-sat and a corresponding cyber range, software hardening, and both ground-based and on-orbit experimentation. The procurement follows a two-step process, beginning with the submission of unclassified white papers and rough order of magnitude cost estimates due by 1600 MST on November 13, 2026. Selected offerors will then be invited to submit full proposals. The government anticipates awarding multiple Cost Plus Fixed Fee contracts with a total estimated funding of 14 million dollars distributed from fiscal years 2027 through 2030. Awards will include a base period and two option periods. Eligible offerors must operate under NAICS code 541715 and maintain an approved accounting system. Submissions must be made via DoD Safe using the provided template and include the company's Unique Entity ID and CAGE code. Evaluation will be based on a weight of scientific evidence approach, prioritizing technical merit, relevance to DOD missions, and cost realism. Security requirements range from CUI to Secret, and offerors must perform an Organizational Conflict of Interest analysis as part of their submission.
