The City of Altamonte Springs plans to bypass the traditional solicitation process and designate AECOM as a sole-source provider for a specialized assessment project. AECOM will evaluate the effectiveness of hydrothermal processing technologies in destroying Contaminants of Concern, including emerging substances such as pharmaceuticals and PFAS, in wastewater biosolids. The project aims to determine whether these processed biosolids can be safely reused beneficially, addressing significant environmental and public health challenges posed by these contaminants. Interested vendors are invited to submit alternative solutions that can demonstrate their ability to provide equivalent services, challenging the sole-source designation, with detailed documentation by January 29, 2025. The contract, valued between $500,000 and $1.5 million, is managed by the City of Altamonte Springs, Florida, under the NAICS code 424210. The primary point of contact is Roxana Siaca, reachable via email. This initiative underscores the city's focus on innovative wastewater treatment solutions to mitigate the impact of persistent and emerging contaminants, emphasizing the importance of advanced technologies in environmental management and public health protection.

Full Description

The City of Altamonte Springs intends to waive the solicitation process and approve AECOM as a single-source vendor for the services described below: ************************ Aecom will be contracted to assess the effectiveness of using hydrothermal processing technologies (HTP) to destroy Contaminants of Concern (COCs) found in wastewater biosolids, as well as explore the potential for beneficial reuse of the hydrothermal-processed biosolids. Emerging COCs, such as pharmaceuticals, perfluoroalkyl, and polyfluoroalkyl substances (PFAS), present significant challenges for conventional wastewater treatment plants. ************************* Interested Vendors (firms or individuals) that can provide the goods/services can respond with an alternate solution that overcomes the sole/single source reasons stated on the sole/single source documentation, along with sufficient detailed convincing documentation, regarding their ability to supply equivalent commodities or services. The responses must be submitted and posted online no later than 4:30 p.m. on Wednesday, January 29, 2025.
