Solicitation # 36C10F25R0024
The contract solicitation 36C10F25R0024 issued by the Department of Veterans Affairs concerns leasing approximately 175,306 ANSI/BOMA rentable square feet for a Community-Based Outpatient Clinic (CBOC) in Katy, Texas. This project forms part of the VA’s efforts to expand outpatient services under VISN 16, specifically linked to the Michael E. Debakey VA Medical Center. The lease procurement is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 531120 and involves comprehensive requirements for facility design, construction, lease terms, and ongoing service management. The solicitation incorporates a wide array of technical specifications, including architectural and engineering design narratives, room data matrices, security requirements at Facility Security Level II, detailed project room contents, and rigorous compliance with current Department of Labor wage determinations applicable to the service area. The contract package mandates strict adherence to federal construction labor standards outlined under the Davis-Bacon Act and Executive Orders 14026 and 13658, with updated prevailing wages for Harris and Waller counties. It also requires compliance with VA and GSA lease provisions, including standardized lease contract terms based on the GSA Lease Template L100 and General Clauses (GSA Form 3517B). Evaluation factors for award emphasize location suitability, technical quality of facility design, delivery schedule, past contractor performance, and operations and maintenance planning. The solicitation process includes a pre-bid conference and structured proposal volumes addressing technical, price, environmental, and financial capability factors. Security protocols require contractor personnel to meet VA-specific background and clearance requirements. The contract enforces strict confidentiality around physical security design standards and integrates energy performance certification and fire protection compliance, ensuring that the clinic space meets all applicable fire, life safety, and energy conservation codes. The lease term options include pricing and tenant improvements with transparency in annual cost statements to support rental charge determinations. Key contacts, including VA advisors and contracting officers, manage the lease procurement from the Office of Construction and Facilities Management in Washington, DC.
