WAPA-wide Steel Structures IDIQ

THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTES (RFQ). NO SOLICITATION IS AVAILABLE AT THIS TIME. The Western Area Power Administration (WAPA) is issuing an RFI as a means of conducting market research to obtain information from companies with the capability to provide galvanized steel substation structures and lattice towers. There are multiple WAPA sites eligible for delivery of these steel structures located throughout the following states: Arizona, California, Colorado, Iowa, Minnesota, Montana, Nebraska, New Mexico, North Dakota, South Dakota, Utah, and Wyoming. Delivery points for the steel structures will be in surface storage areas adjacent to all-weather roads. The contractor is required to have relevant industry knowledge and experience in fabrication of structural steel components and structures. The contractor must have established fabrication, welding, inspection, galvanizing, quality assurance and quality control shop practices. Engineering and drafting services are required for design and shop drawings. Skilled labor is required for welding, fabrication, and galvanizing. Individual delivery orders vary from single lattice tower pieces, substation equipment supports, platforms, multiple complex substation structures, and complete microwave towers. The contractor shall be able to cut, bend, fit up, and weld steel plates, shapes, tubes, and bars. Fabricators must be able to operate and maintain heavy duty equipment including a press break, drilling machinery, plasma cutting table, seam welding, and have the ability to galvanize large components (approximately 5 ft x 5 ft x 35 ft). Delivery must be provided across WAPA's footprint. Submission Instructions: Interested parties who consider themselves qualified to provide the supplies required as identified above are invited to submit a response to this RFI Notice by 10/07/2026 at 08:00 PM MD. Submissions shall include the following information: 1) Organization name, address, email address, website address, telephone number; 2) Size status and type of ownership for the organization (socio-economic program as applicable) under NAICS 332312, Fabricated Structural Metal Manufacturing; 3) Tailored capability statements addressing the requirements of this effort, to include possible approach on how your firm would meet the requirements listed above; 4) Your firm’s Unique Entity Identifier (UEI) assigned by the U.S. federal government through SAM.gov; 5) Federal Supply Schedule, as applicable; 6) Identify whether you would be the sole contractor or if significant subcontracting/teaming is anticipated in order to fulfill the requirements; 7) No phone calls will be accepted regarding this RFI/Sources Sought.
