The U.S. Air Force Test Center (AFTC/PZZF) at Edwards Air Force Base is pursuing a sole-source, firm-fixed-price contract under 10 U.S.C. 3204(a)(1) to procure a comprehensive tactical radio system and associated accessories from L3 Harris Technologies, Inc. The acquisition centers on the AN/PRC-167 Multi-band Radio System and a full suite of supporting components including RF amplifiers, power supplies, specialized cabling, vehicle mount assemblies, transit cases, and speakers—all required for secure, high-data-rate communications in classified environments. The NAICS code 334220 applies with a size standard of 1,250 employees, and the government has determined L3 Harris as the only responsible source due to its exclusive ownership of proprietary ASICs, FPGAs, and firmware critical to interoperability, NSA certification, and compliance with ICD 705, MIL-STD-810, and MIL-STD-461. This determination precludes competitive bidding, and no solicitation documents exist beyond this pre-solicitation notice. Vendors seeking to challenge or provide alternative solutions must submit a detailed technical package by 3:00 p.m. Pacific Daylight Time on May 28, 2026, via email to the designated contracting officer, including evidence of capability, commercial terms, warranty provisions, and delivery arrangements. The contract will be administered at Edwards AFB, with inspection and acceptance performed by the government, and no payment, invoicing, or accounting details are provided. The Department of the Air Force’s ombudsman is available for concerns regarding this acquisition process, and while no contract clauses, evaluation factors, or formal packaging standards are specified, the system must meet stringent operational and environmental requirements to support C4ISR missions across joint and coalition forces.

Sole Source - Combined Pre-solicitation Parachutist Oxygen System
Solicitation # FA930226Q0132
The Department of War, through the AFTC/PZZG contracting office, is seeking the procurement of CST Parachutist Oxygen Systems for Edwards Air Force Base. This requirement specifically covers Eaton PHANTOM Parachutist Oxygen Mask Assemblies, including ground boosters, microphones, gaskets, and associated accessories. These systems are critical life-support equipment used for high-altitude military free-fall and static-line parachuting operations in environments reaching 35,000+ feet MSL. Due to the extreme safety risks associated with hypoxia and operational failure, the government intends to negotiate on a sole-source basis with Mission Systems Orchard Park Inc (Eaton Corporation), as they are the only provider certified on the USAF Personnel Parachute Program Approved For Use List in accordance with Air Force Instruction 10-3503. The solicitation is issued as a combined synopsis and notice of intent for commercial products under NAICS code 336413. The procurement is unrestricted, and the delivery terms are set as FOB Destination. Payments will be processed electronically via the Wide Area WorkFlow system. Interested parties must submit capability statements or quotations by September 15, 2026, although the government maintains the discretion to proceed with the sole-source award based on the critical safety certifications required for the PHANTOM system. The acquisition incorporates standard FAR and DFARS clauses for commercial items, including specific requirements for system registration and the prohibition of certain internal confidentiality agreements.
