This contract covers the procurement of 39 flat washers (NSN/Part Number: 5310-00-434-3932) with a delivery requirement of 171 days after award. The solicitation is issued by the Department of Defense's ASC Commodities Division under NAICS code 332722 and is managed through the Defense Logistics Agency (DLA). The washers must comply with stringent technical and quality requirements as specified in the DLA Master List of Technical and Quality Requirements, and the applicable standards include MIL-STD-1916 or ASQ H1331 for sampling and inspection. The contract mandates source inspection due to the critical nature of the items, and strict packaging and measuring equipment standards are imposed. Additionally, the contract includes export control restrictions due to the presence of technical data subject to ITAR and EAR regulations. Access to this data requires specific certifications and training approved by the DLA. The use of mercury or mercury-containing compounds is prohibited in the manufacturing or handling of the washers, except in narrowly defined exceptions related to certain equipment. Contact information is provided for technical and contractual inquiries, and the place of performance is in Tracy, CA. The solicitation ensures compliance with removal of government identification from non-accepted supplies and tailored higher-level contract quality requirements.
