This solicitation, issued by the Defense Logistics Agency (DLA) Aviation ASC Commodities Division, is for the procurement of 1,398 flat washers (NSN 5310-01-163-8257). The estimated contract value ranges from $1,076.46 to $1,132.38, based on historical unit pricing. The delivery is required at the DDSP New Cumberland facility in Pennsylvania, with a need ship date of February 12, 2027, and a delivery duration of 171 days after receipt of order. This is a simplified acquisition where all quotations must be submitted electronically via the DLA Internet Bid Board System (DIBBS) no later than the close of business on August 24, 2026. The contract is subject to rigorous technical, quality, and security requirements. Compliance with the DLA Master List of Technical and Quality Requirements and DLA packaging standards (RP001) is mandatory, alongside MIL-STD-129 for marking and labeling. Cybersecurity is a critical component, requiring CMMC Level 2 certification for third-party assessment organizations and adherence to NIST SP 800-171 and DFARS 252.204-7012 for safeguarding defense information. Additionally, the contract includes strict export control provisions under ITAR and EAR, requiring contractors to have approved US/Canada Joint Certification Program (JCP) status to access technical data. Special attention is required for hazardous materials, as contractors must provide Safety Data Sheets (SDS) and comply with specific labeling and identification standards prior to award. Quality assurance will be conducted at the destination by the government, utilizing sampling plans such as MIL-STD-1916, with requirements for manufacturers to maintain ISO 9001 or SAE AS9003 quality systems.
