AI Contract Overview
The contract solicitation SPE4A6-26-T-50Z6 issued by the Department of Defense’s ASC Commodities Division requests flat washers identified by NSN 5310-01-608-6523 with a total estimated quantity reflected in line items summing approximately 15 washers across various unit prices, indicating an estimated contract value of around $145. The delivery requirement is set at 20 days after order, with shipments delivered FOB origin to Fort Rucker, AL 36362. The contract incorporates detailed packaging and marking standards, including compliance with ASTM D3951 and MIL-STD-129 for shipment and handling of non-hazardous materials, while bare item marking must follow MIL-STD-130N without the requirement for Item Unique Identification (IUID). The sampling and inspection protocols require adherence to MIL-STD-1916 or ASQ H1331 standards with strict acceptance criteria, notably zero defects unless otherwise stated, and the Government will perform inspection and acceptance at destination. The contract imposes extensive compliance requirements spanning quality, cybersecurity, and legal standards. Contractors must meet the Defense Federal Acquisition Regulation Supplement (DFARS) clauses related to safeguarding covered defense information, requiring self-assessment at Cybersecurity Maturity Model Certification (CMMC) Level 2, submission of NIST SP 800-171 assessment summaries, and cooperation with DoD cybersecurity evaluations. The solicitation includes FAR and DFARS clauses addressing ethical obligations, equal opportunity, anti-trafficking, hazardous material labeling (per OSHA Hazard Communication Standard and MIL-STD-129), and limitations on disclosure of information. Payment and invoicing will be managed electronically via Wide Area WorkFlow (WAWF) in accordance with DFARS requirements. While small business and socioeconomic status representations are mandated, no affirmative data or firm evaluation criteria are provided in the solicitation documents. Offerors must submit quotes electronically through the DLA Internet Bid Board System (DIBBS) by the specified deadline, ensuring compliance with solicitation instructions and the DLA Master List of Technical and Quality Requirements, which governs the technical standards for product quality and procurement packaging.
