This contract is for the procurement of 80 units of a lock washer, identified by NSN 5310-01-707-7837 and part number 328-075572-004, manufactured by Chromalox Inc. The item is subject to strict technical and quality requirements incorporated by reference from the DLA Master List of Technical and Quality Requirements, identified by R or I numbers. The contractor must comply with all applicable military standards including MIL-STD-2073-1E for packaging, MIL-STD-129 for marking, and RP001 for DLA packaging requirements; palletization must adhere to the same standards. Mercury and mercury-containing compounds are strictly prohibited in the product, preservation, packaging, and marking unless explicitly exempted for functional components such as batteries, instruments, sensors, or NAVSEA-specified reagents, and any portable mercury-containing devices must be shock-proof with a secondary containment barrier per NAVSEA 5100-003D. Sampling and acceptance procedures follow MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required in the sample unless otherwise specified; unspecified attributes are treated as major. The delivery is FOB origin with a 20-day delivery window after order, and shipment must be traceable—parcel post is prohibited. Deliveries are destined for Kings Bay, Georgia, with specific freight and parcel post addresses provided. The contract requires electronic invoicing through WAWF, with separate or combo invoice and receiving report submissions dependent on line item type. The contractor must maintain current SAM registration, comply with the Buy American Act and Berry Amendment, and adhere to NIST SP 800-171 cybersecurity requirements. All offers must be submitted via DIBBS, and additive manufacturing is not permitted unless explicitly authorized. The offeror must submit a Safety Data Sheet, and failure to do so renders the offer ineligible for award.
