Solicitation SPE4A6-27-T-6395 is a fixed-price procurement issued by the DLA Weapons Support ASC Commodities Division for 78 lock washers (NSN 5310-01-661-3863). The items are to be delivered to DLA Distribution Barstow, California, with an original required delivery date of March 15, 2027, and a need ship date of April 20, 2027. This is not a small business set-aside, though a HUBZone price evaluation preference may be applied. All quotes must be submitted electronically via the DLA Internet Bid Board System (DIBBS). The contract mandates strict adherence to quality and packaging standards, including MIL-STD-129 for marking and ASTM D3951 for packaging, with DLA Master List requirements taking precedence. Inspection and acceptance will occur at the destination. Quality assurance involves zero-based sampling plans per MIL-STD-1916 or ASQ H1331. Due to the nature of the technical data, eligible offerors must possess an approved US/Canada Joint Certification Program (JCP) certification and authorization to access export-controlled data under ITAR or EAR regulations. Additionally, the contractor must comply with CMMC Level 2 requirements and NIST SP 800-171 standards for cybersecurity. Invoicing and payment must be processed through the Wide Area WorkFlow (WAWF) system.
