WASHING AND GEOCHEMICAL MEASUREMENTS

The U.S. Geological Survey’s Geology, Energy & Minerals Science Center is seeking services for the washing and geochemical analysis of petroleum well cuttings under a competitive Request for Quotations numbered 140G0126Q0184, issued as a total small business set-aside under NAICS code 541380 for Testing Laboratories and Services, with a size standard of $19 million in annual revenue. The contract requires the contractor to process 248 individual cuttings samples, cleaning them using water and soap followed by organic solvent treatments to remove drilling-mud residues and native oil, then performing total organic carbon (TOC) measurements with specified accuracy thresholds and electron accelerator-isotope ratio mass spectrometry (EA-IRMS) carbon isotope analyses on approximately 30 pilot samples. All data must be delivered in a complete, internally consistent electronic format with comprehensive QA/QC documentation including reference materials, duplicate analyses, and bracketing procedures. The work must be completed within a strict six-month performance period of 183 days following receipt of the order, with no option periods available. The contractor must be registered in the System for Award Management (SAM) with an active listing under NAICS 541380 at the time of award and must comply with all applicable FAR clauses, including those related to small business representation, supply chain security, child labor, Iran sanctions, and controlled unclassified information requirements. The Service Contract Labor Standards Act applies, requiring adherence to prevailing wage determinations issued by the Department of Labor. All payment requests must be submitted electronically through the Treasury’s Invoice Processing Platform, and payments will be made via Electronic Funds Transfer. Quotations must include technical descriptions, pricing, warranty terms, complete representations and certifications per FAR 52.212-3, and acknowledgment of solicitation terms, submitted by the deadline of June 19, 2026, at 2:00 p.m. Mountain Daylight Time. The Government will evaluate submissions based on technical capability and price without discussions, selecting the most advantageous offer, and reserves the right to reject any or all proposals. The place of performance is the USGS office at 12201 Sunrise Valley Drive in Reston, Virginia, and all shipments must comply with contract specifications or carrier requirements.
