The U.S. Department of State, through the Regional Procurement Support Office (RPSO) Frankfurt, is seeking to establish a single-award, firm-fixed-price Blanket Purchase Agreement (BPA) for waste management services at the U.S. Embassy in London, with a six-year term structured as five consecutive 12-month ordering periods. The solicitation, identified as 19GE5026Q0080, is issued as a Request for Quotation under FAR Part 12 for commercial services and requires offerors to submit proposals in two volumes: Volume I, exclusive of technical or staffing information and containing only pricing details including the completed Attachment 2 Price Schedule; and Volume II, containing the technical capability, past performance, and other non-price information. Performance is contingent upon receipt of a funded BPA call order, and each call will specify schedules and quantities. The Contractor must provide monthly and quarterly reports detailing waste volumes and CO₂ savings, issue consignment notes at each pickup, and submit an Environmental Management Plan.
