The New York State Department of Economic Development is seeking proposals from qualified organizations to develop and manage a comprehensive Waste Tire Program aimed at expanding markets and demonstrating innovative uses for waste tires. The program involves establishing two separate but potentially joint grant initiatives: one providing up to $500,000 for businesses to develop new technologies that increase waste tire utilization, and another offering similar funding for short-term demonstration projects that pilot long-term solutions. Both grants require a 50% matching fund and are designed to foster technological advancement and market expansion within all counties of New York State. The selected contractor will be responsible for creating application processes, outreach, scoring criteria, reviewing applications, recommending awardees, overseeing project execution, and ensuring compliance with reporting obligations, including quarterly and final reports. The contract emphasizes inclusivity with specific goals for minority-owned, women-owned, and service-disabled veteran-owned subcontracting, although it does not set aside funds specifically for service-disabled veteran-owned businesses. The contract term can extend up to five years, with a response deadline of July 26, 2024, and questions due by June 28, 2024. The project aims to stimulate innovation in waste tire management across all New York State counties, with a total contract value estimated between one and two million dollars.
