NYSERDA is soliciting proposals under PON 6031 for the development and execution of pilot-scale waste-to-low-carbon fuel projects across New York State. The initiative aims to convert in-state waste streams, including landfill gas, wastewater sludge, agricultural residues, and point-source CO2, into clean fuels designed to decarbonize hard-to-electrify sectors such as aviation, maritime, industry, and power generation. The primary goal is to demonstrate the technical and economic feasibility of these pathways to encourage future investment and large-scale production within the state. Eligible proposing entities must be authorized to operate in New York and ensure the pilot site is located within the state. A comprehensive team is required, consisting of a technology provider with intellectual property access, an engineering, procurement, and construction firm, a New York-based feedstock supplier, a host-site partner, and an offtake partner for product validation. Proposals must be submitted by January 22, 2026, at 3:00 PM. There are no specific minority, women, or service-disabled veteran-owned business subcontracting goals associated with this solicitation.
