NOTICE OF INTENT TO SOLE SOURCE - URGENT AND COMPELLING CIRCUMSTANCES


1. INTRODUCTION
NAVFAC Hawaii, part of the Department of War (DoW), intends to award a sole-source, firm-fixed-price contract to Hawaii Engineering Services, LLC of Honolulu, HI under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1). This action is being processed under Simplified Acquisition Procedures due to unusual and compelling urgency.


2. REQUIREMENT DESCRIPTION
The Government requires services to successfully install all three 316SS shafts into the three existing JBPHH Wastewater Treatment Plant Effluent Pump Station pumps, to include: physical presence and advisory consultation during 316SS shafts installation; consultation with shaft/pump manufacturer regarding any problems and/or difficulties encountered during the shafts installation; written direction regarding remedies for the shafts, such as replacement by the shaft/pump manufacturer and/or local machine shop alteration; and provision of all missing 316SS shaft parts and hiring local machine shop services needed to complete the installation of the three pumps.


3. SOLE-SOURCE JUSTIFICATION
The proposed vendor, HES, is the only source reasonably available to fulfill this requirement in the timeframe necessary to prevent serious injury to the Government. Failure to restore the pumps will result in catastrophic failure of mission-critical communication servers.


4. INSTRUCTIONS TO INDUSTRY
This is a notice of intent and is NOT a request for competitive proposals. However, any firm that believes it can meet this requirement on an urgent basis may submit a capability statement for consideration by the agency. Capability statements must demonstrate the ability to provide the exact services/supplies described and meet the urgent delivery/installation timeline.


Capability statements must be submitted via email to Jasmine Au at jasmine.a.au.civ@us.navy.mil no later than the response date and time listed in this notice.


A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
