Wastewater Treatment Plant & Recycled Water Upgrades

The City of Banning is soliciting proposals for professional consulting services to manage the phased modernization and expansion of its Wastewater Treatment Plant and recycled water facilities. The primary objective is to increase the plant's treatment capacity to approximately 4.8 MGD and produce Title 22 tertiary recycled water, while ensuring the design accommodates future reverse osmosis and brine management improvements. The selected consultant will provide a multidisciplinary team responsible for engineering design, permitting support, bidding assistance, and optional services during construction. Additionally, the consultant must provide grant management services to ensure compliance with federally funded construction requirements, including Build America, Buy America, and Davis-Bacon standards. The contract is structured with an initial term extending through December 31, 2029, with the possibility of two additional one-year extensions, not to exceed five years in total. Proposals are due by September 18, 2026, and will be evaluated based on approach and methodology, qualifications, experience with similar projects, pricing, professional references, and value-added services. The City will select the firm offering the best value, requiring a not-to-exceed all-inclusive maximum price. Key requirements include professional licensure in California, adherence to strict QA/QC programs, and compliance with California Government Code regarding conflicts of interest.
