Wastewater Treatment Plant Grit Rag and Scum Hauling and Disposal

The City of San Mateo is soliciting sealed bids for the hauling and disposal of grit, rag, and scum from its Wastewater Treatment Plant located at 2050 Detroit Drive, San Mateo, California. The contract covers a twenty-one month performance period from October 1, 2021, to June 30, 2023. The selected supplier will be responsible for the removal, transport, and disposal of approximately 1,100 to 1,300 tons of material, estimated at 110 to 130 hauls. Services must be available on a 24/7 basis to accommodate city operations during both wet and dry weather conditions. Award will be granted to the lowest responsible bidder based on a Lowest Price Technically Acceptable evaluation. Key requirements include the use of leak-proof containers with seals and splashguards, and the maintenance of valid PUC, ICC, and DOT permits. Bidders must provide a permitted disposal facility and adhere to 40 CFR Parts 257, 258, 403, and 503, as well as the Federal Clean Air Act and California prevailing wage laws. Mandatory submission documents include a noncollusion affidavit, insurance certificates with a minimum of $2,000,000 in general liability coverage, and detailed disposal site documentation. Invoices are to be submitted monthly with certified weight tickets and delivery logs.
