Wastewater Treatment Plants Influent Improvements Alternative Analyses

The City of Roseville is soliciting proposals for the Wastewater Treatment Plants Influent Improvements Alternative Analyses to be conducted at the Dry Creek and Pleasant Grove Wastewater Treatment Plants. The project focuses on evaluating and recommending improvements for headworks screening, influent pump capacity, flow shaving configurations, and basin return pump station operations. Specifically, the study aims to address low screening capture and rag accumulation at both facilities, as well as capacity constraints and operational risks at the Dry Creek plant. Deliverables include technical memoranda, a consolidated Preliminary Design Report with cost estimates, and an optional 10 percent level design development. The contract will be awarded through a competitive negotiation process to the responsible proposer determined to be the most advantageous to the City. Proposals must be submitted in two separate sealed parts by October 6, 2026, and must include a Proposer's Certification and a detailed qualifications team section. Selected consultants must comply with California prevailing wage laws and the City's anti-discrimination policies. The tentative commencement of services is scheduled for December 16, 2026, with the consultant required to provide monthly invoices and progress reports to the City's project manager.
