Water & Wastewater SCADA Vendor Support Services

Navfacsyscom Marianas has awarded a sole-source contract to CDM Smith, Inc. for Water and Wastewater SCADA Vendor Support Services at Naval Base Guam. This non-competitive action, justified under 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2), is based on CDM Smith's role as the original systems integrator. The vendor possesses proprietary knowledge and a unique system testbed essential for maintaining the functionality and cybersecurity authorizations of the Fena Water Treatment Plant and Apra Harbor Waste Water Treatment Plant, as well as associated remote reservoirs, pump stations, and lift stations. The scope of work includes remote and on-site technical support, vulnerability assessments, cybersecurity remediation, firmware and software patching, and emergency recovery operations, particularly to address needs following Typhoon Mawar. Performance is measured by system uptime and cybersecurity compliance, with inspection and acceptance conducted by the government in Santa Rita, Guam. CDM Smith, identified as an other-than-small business, provides critical continuity to mitigate operational risks and avoid unacceptable delays that would result from transitioning to a different vendor.
