The City of Richmond Department of Public Utilities is seeking qualified engineering firms to provide on-call professional engineering services for its Water Utility capital improvement plan. The scope of work covers the entire project lifecycle, including planning, master planning, surveying, conceptual and bid-ready design, and construction management. Specific areas of focus include water treatment plants, source water conveyance, and the broader water distribution system, encompassing transmission piping, pumping stations, storage tanks, and SCADA systems. All work must comply with industry standards, state and federal regulations, and Richmond design manuals. This is a qualification-based selection process where the City will rank offerors based on staffing plans, team experience, project approach, knowledge of local conditions, and MBE/ESB commitments. The contract is for an initial one-year term with the option for three one-year renewals. Awarded contractors must maintain professional liability, commercial general liability, and auto liability insurance of at least 1,000,000 dollars per occurrence or claim. Full Description

The City has developed a capital improvement plan in which a large number of CIP projects have been planned and over the next ten years will be funded. Additional CIP projects may arise based on available funding and prioritization of needs by the City. See Attachment L– AE Presentation - For Information Only for an overview of DPU's CIP. Due to the evolving nature of the CIP and complex engineering projects, the City is seeking engineering firms who can support City staff "on-call" as tasks and projects arise, or new priorities come to light. If awarded, the Contractor must foster collaborative and professional relationships with the City and key project stakeholders (i.e. , regulatory and permitting agencies, railroads, federal and state funding agencies, construction managers, construction contractors, equipment manufacturers, developers) which is important since the Contractor(s) awarded will represent the City's interests in dealings with subcontractors, suppliers, equipment manufacturers and others providing goods and services on the CIP projects. It is vital that the City and Contractors have a professional relationship characterized by mutual trust, respect, and effective communication. The City operates the water treatment plant and water distribution system as the City of Richmond Waterworks, PWSID 4760100. The waterworks operating permit allows for up to 132 MGD water production, has nine pressure zones, ten tanks including the Byrd Park Reservoir, and multiple interconnects with surrounding counties. Most projects requiring professional design services for the Water Utility revolve around providing safe and reliable water treatment, pumping and distribution, by identifying and upgrading obsolete or old infrastructure, identifying and renewing vulnerable portions of the distribution system, and responding to new or anticipated regulatory changes.

BA-000-271-001 VARIOUS ANNAPOLIS BLDGS. MODERNIZE ELEVATORS
Solicitation # BA-000-271-001
The Maryland Department of General Services is soliciting firm fixed price architectural and engineering services for the comprehensive modernization of seventeen traction and hydraulic elevators across four occupied state buildings in Annapolis: the House of Delegates Building, Revenue Administration Building, Miller Senate Office Building, and James Senate Office Building. The scope of work includes field investigation, design, construction documents, bidding assistance, construction administration, and post-construction services, including warranty and post-construction inspections. A key requirement is the use of non-proprietary elevator systems and the development of a critical-path schedule that accounts for General Assembly Session blackouts and long-lead procurement to prevent demolition before materials are verified. This is a Small Business Reserve procurement, limiting the award to certified small businesses, with specific procurement goals for Minority Business Enterprises, including targets for African American and women-owned MBEs. Selection is based on the Qualifications-Based Selection method, prioritizing the most advantageous technical proposal based on similar project experience from the last ten years, understanding of project risks and phasing, general competence of key personnel, and past performance. Proposals must be submitted exclusively via the eMaryland Marketplace Advantage portal in a specific PDF format, with technical and financial volumes separated. Awardees are subject to a one percent electronic transaction fee on all approved invoices.
