The City of Litchfield, IL (Owner) is requesting Bids for the construction of the following Project:
Water Distribution Improvements Phases 1 & 2
Sealed Bids for the construction of the Project will be received at the City Hall located at 120 E Ryder Street, Litchfield, IL, until Thursday, November 5th at 10:00 AM local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Furnish all labor, materials, and equipment required to Install approximately 6,127 LF of 14” Dia., 11,886 LF of 8” Dia., and 980 LF of 6” water main and all appurtenances. This project includes directional bores including a cased bore under Illinois Highway 16 and rock bores. An alternate material may be selected for the 8” Dia water main. The work shall be completed in accordance with the specifications and drawings covering the work.
Bidders must secure their information as to the condition of the site and all local conditions affecting the work prior to submitting their proposals.
Bidders are notified that the price bid must include everything as described in the specifications and shown on the drawings. No extra of any kind will be allowed unless ordered in writing by the Owner.
The Construction Contract for this project is subject to "An Act regulating wages of laborers, mechanics and other workers employed in any public works by the State, County, City or any public body or any political subdivision or by anyone under contract for public works", approved June 26, 1941, as amended, being Section 820 ILCS 130/1-12 Illinois Compiled Statutes, commonly referred to as The Prevailing Wage Act.
Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a grant from the Environmental Protection Agency (EPA). Neither the Federal Government nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract.
The procurement will be subject to regulations contained in the Community Grants Program Final Implementation Guidance (FY22), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the federal “Build America, Buy America Act” requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58, and the American Iron and Steel (AIS) requirements, Pub. L. No. 113-76. Contractor agrees to comply with all applicable standards, orders or regulations issued pursuant to the Clean Air Act (42 U.S.C. 7401-7671q) and the Federal Water Pollution Control Act as amended (33 U.S.C. 1251-1387).
Any contract awarded under this Invitation for Bids will require performance and payment bonds in the amount of 100% of the contract price.
The contract will be awarded to the lowest responsive, responsible bidder.
Plans and specifications must be obtained from Drexel Technologies at http://planroom.drexeltech.com and can be downloaded or ordered for the fee listed online.

A pre-bid conference for the Project will be held on Tuesday, October 20th at 10:00 A.M. at City Hall, 120 E Ryder Street, Litchfield, IL. Attendance at the pre-bid conference is encouraged but not required.
The OWNER may make such investigations as he deems necessary to determine the ability of the BIDDER to perform the WORK, and the BIDDER shall furnish to the OWNER all such information and data for this purpose as the OWNER may request. The OWNER reserves the right to reject any BID if the evidence submitted by, or investigation of, such BIDDER fails to satisfy the OWNER that such BIDDER is properly qualified to carry out the obligations of the Agreement and to complete the WORK contemplated therein.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
