Water Meter Replacement Program - Installation Services

The Lynnfield Water District in Massachusetts is soliciting proposals for the installation of an Automated Meter Reading (AMR) system as part of a comprehensive water meter replacement program. The scope includes the supply, installation, and integration of water meters ranging from 5/8-inch to 3-inch sizes, encoder registers, RF modules, head-end software, and associated infrastructure, all to be seamlessly connected with the existing JayHawk billing system. The project requires 100% network readiness within 60 to 90 days of award, with full system acceptance expected by late 2026 or early 2027. All equipment must comply with industry standards including AWWA C700-C715, NSF/ANSI 61 and 372, and ISO 4064 Class C, and must be clearly labeled with unique IDs, barcodes, manufacturer details, model numbers, manufacture and warranty expiration dates, with specific data stamped directly on meter dials. The contract demands a 10- to 20-year battery life guarantee for RF modules and full warranty transfer to the district upon acceptance. Proposals must be submitted in a two-envelope format with technical and price components separated, including a detailed Project Implementation Plan, response to the proposer questionnaire, references, and a Life Cycle Cost Analysis in Excel or CSV format. Evaluation is based on a trade-off methodology prioritizing proposer experience, stability, and proven track record of deploying AMR systems—in particular, those with five or more years supporting the JayHawk platform and 15+ years operating in the U.S.—over price alone, with no use of LPTA. Contractors must provide comprehensive 48-hour training for staff, maintain a payment bond equal to 100% of the contract value, and carry required insurance with the district named as an additional insured. All personnel must hold OSHA 10-hour certification, adhere to equal employment opportunity and affirmative action policies, and comply with federal and Massachusetts labor, safety, and environmental regulations. The contract allows for scope adjustments and technology upgrades during performance, but imposes liquidated damages of $500 per day for delays beyond the May 31, 2027 deadline.
