San Jacinto River Authority (SJRA) is seeking to enter into contracts with qualified professional engineering consultants for water quality consulting services in Texas. The chosen consultants, which may be any legally recognized business entity in Texas, are expected to demonstrate significant expertise in water quality matters and will provide a range of professional consulting services in this domain. The contracting process uses a qualifications-based selection, meaning the focus is on experience, capability, and technical acumen rather than pricing at this stage. The solicitation was officially released on November 14, 2025, with a series of milestones defining the selection process: a non-mandatory pre-submittal conference on December 4, 2025, a deadline for questions and inquiries set for December 8, and an SOQ (Statement of Qualifications) submission deadline of December 18, 2025. The review of submissions will occur through December and into January 2026, with finalist interviews or presentations scheduled if necessary and the earliest award also anticipated in January 2026. All interaction, from document download to question submission and SOQ upload, occurs through the Brazos Valley e-Marketplace System (Ionwave), and submissions via email are explicitly not accepted.
